문화도시의 지속가능성을 위한 문화 클러스터의 역할 - 시민의 정서적·행동적 요인과 도시 역량 요인의 매개 효과를 중심으로

초록

In contemporary society, cities serve as vital cultural spaces that shape citizens’ identities and quality of life. Yet, amid rapid urbanization and social structural transformations, they face a range of challenges that threaten their sustainability. Consequently, culture has emerged as a strategic resource for urban regeneration and the restoration of social cohesion. Within this context, Korea’s “Legally Designated Cultural City” initiative represents a policy effort to achieve sustainable urban development through culture-based strategies. Despite growing scholarly interest, prior studies have largely focused on the economic effects of cultural resources or the improvement of urban images, with limited attention to the structural impacts of culture-oriented urban policies from the perspective of citizens’ perceptions. To address this gap, this study examines how cultural clusters influence perceived urban sustainability through the mediating roles of value co-creation behavior, city resilience, and sense of urban identity. A total of 813 questionnaires were collected from residents in seven cities designated as the first-round Legally Designated Cultural Cities, and 700 valid responses were analyzed using SPSS 26.0 and SmartPLS 3.0. The results demonstrate that cultural clusters significantly and positively affect perceived urban sustainability via the mediating effects of value co-creation behavior, city resilience, and urban identity, supporting all proposed hypotheses. This study provides empirical evidence for effective cultural city development and strategic policymaking, contributing to the enhancement of sustainable governance capacity in culture-based urban policies.
