초록
This study was conducted to analyze the effectiveness of 'High-Caliber Researcher Employment Support Program (salary support programs for researchers)' and 'Specialized Researcher Program (alternative military service program for researchers)' according to three different phases, which are 'short-term', 'mid-term', and 'long-term' using the program logic model. R&D investment and R&D personnel, which are outcomes from short-term support were analyzed by 'regression using dummy variable' and employment retainment, which is outcome from mid-term support was analyzed by 'survival analysis' and R&D effectiveness, which is outcome from short-term subsidy was surveyed by 'data envelopment analysis'. According to the analysis, 'Specialized Researcher Program' was effective to short-term R&D outcome and 'High-Caliber Researcher Employment Support Program' was effective to mid-term and long-term outcome. This study presents policy suggestions such as providing early stage incentives for employment subsidy programs, strengthening connection between R&D personnel employment program and human resource development, presenting inducement for program participants, expanding supports for female researchers and SMEs in non-capital regions.
