공적개발원조 정책과 국회: 국회의원의 행정부 감시 책무성을 중심으로

초록

This research aims to understand the oversight accountability of Korean Assemblymen in ODA budget policy. In conventional wisdom, global ODA budget has been declined over time but in case of Korea, amount of ODA budget has been increased significantly. In order to understand this unique phenomenon, my argument lays on the Korean Assemblymen’s lack of interest with ODA policy generally as well as their limited knowledge of in this field. Without serious constituency in the ODA policy, Korean Assemblymen tend to follow the government lead in this field, not provide serious confrontation regarding rapid increase of ODA budget. With national interest rationale, international norm of ODA policy has been neglected among Korean Assemblymen. Rather, they demanded the ODA budget more in the name of “national interest.” As a result, oversight accountability of Korean Assembly has been excersized poorly in the ODA budget case and it led constant ODA budget growth.
