The establishment of KCC, the digital switch-over policy of broadcasting, and the recent deregulatory revision of media laws are the examples that manifest in what direction South Korean digital convergence policies have been moving. These cases have been justified by so-called “global trend” that is claimed to be a general tendency that one nation-state cannot go against. In an attempt to verify the validity of this justification, we analysed the case of digital convergence policies in the UK, one of the epicenters of neo-liberalistic deregulation policies, focusing on the heterogenous features and their implications found behind the global trend and its homogenizing power. According to our research, British digital convergence policies are characterized by cooperative as well as competitive relationships between the public sector and the market on the several dimensions of various actors. On the one hand, this confirms the status of a market-technology-industry centric approach getting far stronger than the past. But, on the other, this also shows how important the existence of an innovative and competitive public actor like the BBC is, as an effective tool to supplement and even guarantee the sound operation and realization of ‘market efficiency’.
