문화예술지원체계 네트워크 거버넌스에 대한 탐색적 연구

Since the government's support for culture and arts has appeared as a policy failure resulting in ‘Blacklist’ case, it is necessary to reevaluate the current culture and arts support system. So we propose three types of art and culture support network system, which are 1) ‘possible collaboration network’ that is an ideal type for achieving cultural and arts policy goals, which is composed of 20 major public institutions under Ministry of Culture, Sports and Tourism, 2) ‘actual culture and arts support networks’ through ‘Business real-name system’ and 3) strategic fit network which is composed of ‘MOU’ relations between the institutions. We compared structural patterns in three networks, and explored culture and arts policy designs. The analysis results can be summarized into three main findings. First, There has been a large gap between ‘possible collaboration network’ and the actual networks, whereas possible collaboration network resembles strategic fit network. Although each institution recognizes the need for collaboration(i.e. strategic fit network), institutions show different patterns of collaboration in actual network. Second, there are 9 core institutions that can enhance the effectiveness and efficiency of culture and arts policies in ‘possible collaboration network’. Especially, the roles of the Arts Council Korea and the Korea Creative Content Agency are important. Finally, it has been found that Ministry of Culture, Sports and Tourism has significant involvement in the actual network. In order to achieve the goals of culture and arts policy, it is necessary to strengthen the horizontal cooperation and the role of government as coordinator should be emphasized.
