This paper traces the operation of the administrative network related to the local governor of the late Joseon Dynasty. The two main questions that have driven this study were; first, whether the institutional status of the local government was followed, and second, how the local governors coordinated administrative work with each other and higher-level agencies. The subject of analysis is 『Garimbocho』, which contains official documents written by the governor of Imcheon-gun, Chungcheong-do from 1738 to 1740. Imcheon was the area where the exclusive officer of the army or navy chief of staff stayed, making it a suitable area to examine for the correlation between each agency. The answer to the first question was indeed positive. About 60 percent of the documents sent by the Imcheon-gun local governor to a provincial governor were official documents. A provincial governor acted as the chief executive agency within a given province to connect and organize Court , local governor, and local administrative agencies. The local governor handled tasks related to other areas through a provincial governor. In this process, the difference in official rank between the local governor and a provincial governor was not significant, and they were considered in the same rank for the task. This can also be seen in cases within the same. In cases of disagreements in opinions between other administrative agencies, the local governor maintained their position to prioritize official documents, local information, and residents. They would actively use administrative documents to provide evidence to carry out their arguments. An estimation of the expiration duration of administrative documents can be made from the case between Imcheon-gun and Seokseong-hyun which lasted for about 50 years. Local governor consistently shows cases of being responsible for their residents as a governor to protect and represent them. Studying this principle of compromising should take caution as these can be limited to the instance in case studies. However, as leaders who are closest to the people, this case of successfully applying institutional and practical applications and dense operational procedures to their region reign is significant.
