n the contemporary world, data's importance is continually rising, with the capacity to maintain and utilize data becoming a critical component of competitiveness for both businesses and nations. In this context, the use of crawling is expected to become more common, and the need for legal discussions about crawling is also increasing. Addressing this necessity, the study conducts an analysis of legal research trends concerning crawling, and the criminal liability associated with crawl-based data collection, utilizing a comprehensive literature review. It also examines the legal issues, referencing specific laws that have the potential to regulate activities related to crawling. Legal issues related to crawling extend across both civil and criminal realms. This study provides a comprehensive overview of these issues, with a particular emphasis on the criminal liability arising from crawl-based data collection. Based on the results of this study, the main implications include the need to expand discussions on the criminal liability related to crawling and the need for fair utilization of crawling within the legal system.
