사립대학구조개선에 관한 발의 법안 분석 및 논의

초록

The objective of this study is to analyze the proposed bills concerning the restructuring of private universities and to provide in-depth discussions reflecting the current domestic situation in South Korea. The higher education market in South Korea is in a state of oversupply due to a sharp decline in the birth rate and a consequent shortage of the school-age population. This issue has been evident since 2018, which will be likely to worsen considering the low birth rate. In response to this social demand, starting with congressman Kim, Seon-dong's bill in 2010 to promote and support the restructuring of private universities, approximately 8 members of the National Assembly have introduced 9 related bills over a decade until August 2023. Accordingly, this paper aims to comparatively examine the proposed bills, focusing on the most controversial issue: the realization of voluntary dissolution.
