김대중 정권과 한국 지역주의의 장래

초록

The purpose of this article is to explore the future of Korean regionalism during the Kim Daejung regime considering following three major factors; (1)the political identity in each region, (2)the political incentive structure, and (3)the possibility of a new(post regionalistic) political realignment cross-cutting the regionalism. The national demands on the Kim regime can be summarized as the reconstruction of a state domination system and the normalization of the Korean economy over the IMF system. But the Kim regime is criticised by the voters of the Youngnam province as being "regionally discriminatory" in pushing forward the reconstruction strategy of state domination system. Through the strategis can be seen as inevitable measures in the process of grasping of the state apparatus by the new government and the normalization of the existing regional discrimination, negative effect on regionalism have taken place. Actually, the political identity of the each region has been reinforced and the political incentive structure strategies continues. The political reform planning by the regime is expected to result in a strategical coalition between tainted politicians, not in a reform-oriented and post-regionalistic coalition. In this respect, it can be expected that regionalism in Korea will not easily disappear without a structural and fundamental reform.
