박근혜 정부의 정부협업에 대한 분석: 상향식 - 하향식 협업설계의 비교를 중심으로

A skeptical view of New Public Management (NPM) has currently been growing. Accordingly, post-NPM discussions emphasizing collaboration have begun to catch the eyes of both academics and practitioners. NPM has been a key paradigm for public administration in Korea but the Park Geun-hye administration emphasized collaboration through ‘Government 3.0’. This study examined whether the effort was on overcoming NPM by comparing top-down and bottom-up collaboration design. To this end, network correlations analysis (QAP) was done between four different collaboration networks: two types of top-down collaboration network designs (‘national tasks’ and ‘collaborative tasks’); a bottom-up approach to intergovernmental collaboration (‘functional collaboration network’); and the ‘formal document exchange network,’ which indicates actual coordinating and/or collaborative ties among governmental bodies. While top-down design for intergovernmental collaboration has nothing to do with actual document exchange collaborative networks, the bottom-up approach is statistically significantly correlated with the latter. The result indicates that the Park Geun-hye administration’s collaboration design was insufficient to overcome the failures of NPM. However, the result demonstrates that the expertise of public officials in resolving policy problems is expected to emerge when they are given discretion to select collaborative partners.
