This study evaluated the NHRD policy implemented by the Peoples Government and the Participatory Government using a systematic approach. Areas including the situation, input, process, outcome, and result were evaluated through integrated literature analysis. According to the evaluation of the situation, this policy was a correct response to the advent of the knowledge-based society, yet was also insufficient in diagnosing the issues of human resources systems and identifying demands. The evaluation of inputs showed that this policy intensified the political means as the Peoples Government laid the foundations, such as related laws, systems, and master plans, and the Participatory Government developed the financial investment plans and the cooperative implementation systems between universities, industry, and local community. It failed, however, to integrate related laws of different government offices and secure relative priorities over similar national plans. The evaluation of the process showed that both governments lacked integrative and coordinative functions, such as any cooperation between government offices and general planning and coordination of a policy centering on the Education Minister. Regarding the evaluation of the outcome, this policy produced quantitatively satisfying outcomes, but lacked qualitative outcomes leading to employment. The evaluation of results showed that this policy achieved half of what it intended to achieve in the short run, but contributed, however, to HRD projects in various areas and the derivation of new policies in the long run.
