This chapter examines the evolving nature of developmental citizenship in South Korea through the lens of youth labor market segmentation and social investment policy preferences. Employing latent class analysis with data from the 19th Supplementary Survey of the Korean Labor and Income Panel Study, the research delineates four distinct job experience categories, challenging conventional binary perspectives on labor market dualization. Findings reveal a consistent preference for “flow” policies across all youth segments, regardless of their diverse labor market experiences. This trend is analyzed within the context of South Korea's transition from a developmental to a neoliberal state, highlighting the persistence of developmental citizenship ideals amidst changing economic realities. The chapter illuminates how young Koreans are renegotiating their relationship with the state and labor market, seeking new forms of security and opportunity that align with a more flexible, yet precarious, employment landscape.
