미국 빈집 관리 정책수단의 제도적 연계 구조와 정책적 시사점 - 예방·개입·처분 단계를 중심으로 -

초록

This study analyzes the institutional linkages among major U.S. vacant housing management policy instruments - including vacant property registration ordinances, code enforcement, nuisance abatement law, receivership, and land banks - within a three-stage management framework of prevention, intervention, and disposal, and offers policy implications for improving vacant housing management in Korea. The analysis confirms that, although each policy instrument operates independently, they are organically interconnected through three key linkage mechanisms: the cumulative transfer of information and records, the integration and recovery of costs, and the phased public transfer of ownership. The cases of Detroit and Syracuse demonstrate how this interconnection structure is implemented in practice across different stages of vacant housing management. The Korean system, however, reveals several structural gaps, including the absence of practical owner accountability in the prevention stage, inadequate legal bases for direct intervention through public nuisance abatement and cost recovery in the intervention stage, and the lack of a dedicated implementing entity in the disposal stage. Accordingly, improvements to policy instruments at each stage, along with stronger institutional linkages among them, are required to establish a more systematic vacant housing management framework.
