정부조직개편의 효과 실증분석: 노무현･이명박 정부의 중앙부처 간 업무관계 네트워크의 변화를 중심으로

초록

The reorganization of the national government is usually influenced by the (new) president’s policy orientation, which is different from the previous president. This study proposes to investigate the impacts of these changes empirically between the Roh Administration and the Lee Administration, focusing on inter-governmental relationships. This study applies social network analysis to research structural changes in inter-governmental co-working networks using formal document exchanges among organizations. The results of the analysis reveal network structure changes following the reorganization of the national governmental. In particular, ministries with economic functions in the Lee Administration showed significantly higher capability as a broker in the network compared to during the Roh Administration.
