초록

Converting the Ministry of Sports, Tourism and Youth Policy to the Ministry of Sports in May 2012, the Russian Federation (henceforth, RF) transferred the corresponding business to the relevant organizations: youth policy to the Ministry of Education and Science, tourism to the Ministry of Culture, respectively. This restructuring has a special meaning that RF separated the corresponding functions from the former governmental system in order to realize the overriding directionality of 'national adjustment of tourism'. What is significant lies in that tourism in Russia began to be approached to from a perspective of culture, i.e., cultural policy. After the restructure of the governmental organizations, RF seeks for a variety of programs to carry forward 'tourism as a cultural policy'. Especially, it is noteworthy to pay attention to 'a line of Russia's glocal (global+local) tourism', which belongs to the special-purpose programs of RF. This means the change in the paradigms of tourism in that 'tourism on the foundation of economic development' transformed into 'tourism related to culture, arts, and history, etc. in each region of Russia', so-called 'cultural tourism'. This paradigmatic change is closely associated with boosting Russia's national image.
