This study highlights the challenges faced by foreign higher education institutions in Korea in developing practical strategies for industry-academia-research (IAR) collaboration due to institutional and structural limitations. To address these issues, the study explores the perceptions and needs of key stakeholders. Focus Group Interviews (FGIs) were conducted with various stakeholders involved in IAR collaboration—such as university representatives within the Incheon Global Campus (IGC), students, government officials, and subject-matter experts—and a topic analysis was performed based on the transcribed data. A topic analysis of the transcribed data identified seven key themes, categorized into three strategic domains: (1) enhancement of institutional, political, and policy frameworks (e.g., legal reforms to expand research participation and clarify institutional identity), (2) establishment of foundations for IAR and research collaboration (e.g., support for technology transfer, financial autonomy, and organizational leadership), and (3) reinforcement of student engagement and community partnerships (e.g., improved access to IAR activities and strengthened local collaboration). This study seeks to provide foundational insights for policy development that reflect the unique characteristics and operational contexts of foreign higher education institutions in Korea, ultimately contributing to enhanced accountability and social impact.
