빅데이터 정책 유행: 한 행정학자의 ‘간증(testimony)’으로서의 자문화기술지
초록
In recent years, the term “big data” has dominated people’s thinking. For the past five years, I have criticized the policy of big data as a merely intellectual fad and a bubble, and published a book titled Big Data Is a Bubble. This paper attempts to show why I did so, when almost all scholars in Korea advocate the policy. To illustrate this, I write down my personal experience in the form of the testimony of Christian religion. As I testify to the seven scenes of personal experience on the big data fad in Korea, I want to show how I met with my academic mentor of public administration, how I became involved with telecommunication and internet policy, when and how I and my colleagues were faced with a big data policy, how much intellectuals in Korea were attracted to and believed in big data, and what kinds of social mechanisms among public officials and intellectuals were responsible for this fad. The purpose of a testimony is to present the evidence of personal experience. The seven scenes are evidence of my experience around the Big Data phenomenon. I bear my testimony to show this evidence.
