A Case Study of Performance Management System in Korea Coast Guard

초록

This case study reviews a historical development of performance management system in Korea Coast Guard which adopted an element of balanced scorecard (BSC) in 2004, which was first among Korean government organizations, and so called QES4U in 2005, and finalized its system by integrating fragmented components of the systems in 2007. The study also examines characteristics and key success factors of the systems and their effects on organizational culture and performance. The final integrated performance management system is considered to have facilitated rapid ecision making through information sharing and open communication among organizational parts. It also enabled the design of innovation- oriented organization through which Korea Coast Guard could carry out successful implementation of its strategy. Key success factors include strong leadership of management, active participation of people at all levels, and various forms of education in the areas of organizational performance. Qualitative Evaluation System (QES4u), which is a key component of Korea Coast Guard‘s performance evaluation system, includes, among other things, various qualitative process outcomes as key performance indicators possibly because of their particular importance in government organizations. QES4u seems to have enhanced the acceptance of the overall system among employees. QES4u also constitutes one of various challenges Korea Coast Guard may face in the near future since evaluation of qualitative process outcomes inevitably requires subjective judgment.
