초록

This paper examines the changes(1980~1998) of social welfare expenditure of 9 welfare states. This paper has two major questions. First, what are private social welfare expenditure trends for 9 welfare states? Second, what are the causes of the changes in private social welfare expenditure? Using Social Expenditure Database by OECD(2002) and Comparative Welfare States Data Set by Stephens(1997), this paper attempts to answer the above questions. The major findings are as follows: private social welfare expenditure as a percentage of GDP is growing continuatively and widely different by the types of welfare states; pensions play an important role in social policy areas where private social expenditure is spent; and private social welfare expenditure as a percentage of GDP is affected by wide variety factors, including economic and institutional factors of counties. This paper provides us with an additional knowledge about private social welfare expenditure changes of 9 welfare states and develops policy implications for growth in private social welfare expenditure.
