SOC 교통분야 재정지출의 국제비교

The Korean economy faces the future challenges under the deteriorating condition for fiscal policy. The constrains for fiscal policy are ageing, the weakened growth potential, the surge of the social protection and military expenditure etc. Therefore, it is needed to improve the efficiency of SOC transportation expenditure. This study aims to compare the SOC transportation expenditure in the international context using OECD COFOG dataset. We used SOC transportation expenditure in 63 sub-categorical level of COFOG. We empirically estimated the determinants of SOC expenditure and discussed its optimal level based on the estimations results. In particular, population aging has been a major variable in the determination of SOC transportation expenditure. The aging rate in Korea is 11.7% in 2009~2014(12.7% in 2014), but considering that the proportion of aging population will increase rapidly in the future, the impact on SOC transportation expenditure proportion is not small. For example, if the aging rate increases to 15%, the SOC transportation share is reduced by 1.7%p if all other conditions are the same. Since the evaluation of the optimal SOC transportation expenditure level based on the empirical analysis of this study only implies the difference from the international average and a country considered, we need to be more cautious to interpret the results.
