This study conducted a discourse analysis on sports policy targeting the National Sports Policy Committee which was launched in December 2023 and the 1st Sports Promotion Basic Plan, and the purpose is to present legal and institutional directions. In addition, the significance of the study is to define the fundamental values of sports policy and to suggest directions for reorganizing the legal system to realize them. To achieve this research purpose: First, the significance and necessity of policy discourse analysis were explained. Second, discourse analysis was conducted according to the background of the establishment of the 1st sports promotion basic plan. Third, discourse analysis was conducted according to the contents of the basic plan. Fourth, developmental suggestions were presented based on the contents derived from the above three compositional steps. The development direction to realize the development direction and operation of the National Sports Policy Committee is as follows. First, it is possible to suggest the operation direction for the launch and operation of the National Sports Policy Committee. Second, as a basis for operating the National Sports Policy Committee, it is necessary to clarify the implementation of the ‘Basic Sports Act’ and the implications of related policies. Third, it is required to establish detailed policies through discourse according to operation vision and goals, and search for improvement directions. Fourth, it is suggested that the promotion of the five strategies should be accelerated in order to realize the goals of the composed national tasks and the sports promotion basic plan.
