불확실성 시대의 국제정치경제 : 자유주의 국제질서의 위기?

초록

Is the international political economy of the 21st century turning into the “Age of Hyper Uncertainty”? The paper examines the way in which the rapidly increasing uncertainty shapes international political economy in the 21st century. It posits that the recent challenges to the liberal international order are intrinsically distinctive from the previous ones. First, western countries including the U.S. are the primary actors that attempt to break away from the existing international order. Second, the challenges are deep-rooted in domestic politics that are heavily influenced by protectionism. Third, the world economy shifts to the age of “New Normal” where world trade stagnates. Fourth, technological innovation spearheaded by the 4th Industrial Revolution also prompts advanced countries to reshore their production facilities, thereby shrinking global supply chains. This paper suggests that the future of the liberal international order depends on the creation of cooperation and coordination mechanism, harmonization between the supply of global public goods and domestic policy autonomy, and burdensharing involved in restoring the system equilibrium.
