정부의 공익사업 재정지원에 따른 정부-비영리단체간 관계 분석: 비영리민간단체지원법의 지원목적 및 기준을 중심으로

초록

Among various relationships between the nonprofit and the public sector, this study focuses on subsidy relations. For the last decade, Korean government has supported NPOs under Assistance for Non-profit, Non-governmental Organization Act in 2000. However, there are relatively few studies which evaluated this policy. In order to bridge this knowledge gap, this study aims to evaluate it by the fundamental principles enacted in the Act which are to promote public interest and advance democracy. In specific, the study constructs the research framework from government-nonprofit relation theories and analyzes two variables which are fair selection and autonomy of NPOs by chronological order. From empirical analysis, this study reveals a couple of interesting points. 1) government-NPO relations range from cooperation to government led type, 2) unequal distribution of subsidy to the small number of NPOs, and 3) changes in program types due to shifts in regime.
