초록

Language education policy for harmonious coexistence with foreign immigrants whose language backgrounds vary has drawn growing attention in Korea since its acceptance of multiculturalism. Korea’s language education policy for immigrants has reflected an aspect of coercive assimilation, limited to the improvement of Korean language skills and relevant outcomes. To address the challenge, the government has regularly announced the Basic Plan for Multicultural Family Policy. Therefore, to determine the factors comprising the tier-specific goals and sub-factors for AHP analysis, the present study conducted a face-to-face questionnaire survey with Korean language experts concerning the language policy projects under the Basic Plan for Multicultural Family Policy(2013-2017), and analyzed their aggregate priorities and relative importance. Also, this study explored the measures of facilitating the bilingual education policy conducive to the communication and integration of Korean society with multicultural families from a futuristic perspective. The analysis highlighted the following findings. First, Korean society should acknowledge the difference in languages based on the salad bowl theory, which describes the coexistence with immigrants’ native languages and cultures beyond national and ethnic boundaries. Second, based on the mosaic theory that respects the traits of multi-cultural individuals, school-based formal programs should provide the language courses for minority immigrants. Third, the government should clarify its stance for multiculturalism and make the most of media to offer relevant programs in favor of integrated society respecting the diversity of foreign immigrants. Fourth, Korean society should gradually add to vocational programs encouraging foreign immigrants’ native languages, and develop relevant programs and language courses that meet local conditions.
