Revision in the Questionnaire of the Survey of Household Finance and Living Conditions in 2017 - A Natural Experiment of ‘Limited Attention' -

A seemingly simple revision was made in 2017 for “Survey of Household Finances and Living Conditions (SFLC)” in its questionnaire. The revision was about how to present the questionnaire rather than what to include. Apparently, the revision resulted in a more salient questionnaire with respect to expenditures on 'others'. The seemingly simple revision took a substantial impact on the responses of households. This paper examines this event with the two folded purposes. First, this study aims at reporting the fact that a statistically significant change occurred in the SFLC dataset after the revision of the questionnaire in 2017. Second, this paper seeks to provide an explanation relying on behavioural approaches as the traditional rational agent-based approach is at odds with the phenomenon. This paper interprets the event as an example illustrating that households are subject to the constraint of `limited attention'. In particular, their capacity of processing or attending to information is influenced by how the information is presented: `salience' matters.
