Censored Contagion : The New Military Regime’s Censorship of Infectious-Disease Reporting in 1980 and the “Governmentality of Stability”

This study analyzes the patterns and logic of the censorship that the New Military regime (Singunbu) imposed on infectious-disease reporting—cholera foremost among them— in 1980. The source material is the disease-related censorship records produced by the Press Censorship Corps of the Martial Law Command, which acted directly on the pre-publication copy of newspapers, news agencies, and broadcasters from early August to mid-October 1980. Three findings emerge. First, censorship targeted not only the fact of outbreak but the entire chain of consequences across the social and economic domains: control measures, trade shocks, the livelihood crisis of fishers, failures of the disease-control system, and even the government’s internal decision-making. Second, its intensity was differentiated by the nature of the information—factual, economic, livelihood, and external reports were deleted in full, while satirical cartoons were barred outright—suggesting control over the circulation of affect, not merely over the disclosure of facts. Third, no reason for censorship was ever recorded, marking it as a technology of governance operating outside rational justification. Anchored in the sociology of infectious disease, the study advances the proposition of “censorship as quarantine”: the logic of isolating the infected body and that of blocking infectious information appear to have operated isomorphically.
