직구 증가에 따른 문제점과 규제 정책의 실효성 분석

This study aims to evaluate the effectiveness of regulatory policies addressing the issues arising from the widespread adoption of overseas direct purchases by consumers. In the past, direct purchases were made on a small scale, rendering government intervention unnecessary. However, the recent influx of extremely low-cost products from Chinese platforms has led to emerging problems associated with direct purchases. Consumers utilizing direct purchase services are facing issues such as counterfeit goods, safety concerns, and inadequate after-sales services. Meanwhile, domestic small and medium-sized enterprises (SMEs) are experiencing unfair competition due to tax exemptions and the absence of certification requirements. This study analyzes various types of direct purchase policies from the perspectives of 'preference,' 'acceptability,' and 'effectiveness,' ultimately assessing their 'feasibility' for implementation. The results indicate that only policies such as 'strengthening after-sales services' or 'regulating overseas businesses and platform operators' are feasible, though their effectiveness remains questionable. Therefore, to protect the domestic industry, a strategy promoting reverse direct purchases, rather than direct purchase regulation, may prove to be more effective. Furthermore, as the international community faces similar adverse effects from the growth of direct purchases, when government intervention becomes necessary, we should seek collaborative solutions with the international community instead of implementing independent regulations.
