문화재 환수정책설계 연구: 프랑스 외규장각 의궤 반환 정부 간 협상 사례를 중심으로

초록

The purpose of this paper is to suggest a desirable direction of policy design for cultural heritage restoration in Korea. The case is about the return process of the Joseon royal book “Oegyujanggak Uigwe” from France by inter-state negotiation. Applying both a spectrum of design and non-design activities by Howlett & Mukherjee (2014) and external linkages of organization by Grunig & Hunt(1984), this study 1) identified various policy stakeholders, 2) grasped both policy knowledge and policy resources for understanding policy contexts, and 3) evaluated policy design efforts by Korean government. The result showed that the first stage (1993-1997) was ‘poor political non-design’, the second stage (1998-2004.8) was ‘capable political non-design’, and the third stage (2004.9-2011.5) was ‘capable policy design’. On the basis of results, this study suggested policy implications which could be of help to enhance designing cultural heritage restoration policy in the future. First, it is necessary to bridge various stakeholders who have and can give policy knowledge and resources about cultural heritage restoration with input linkage. Second, government should consistently try to understand characteristics of potential stakeholders and make an effort to transfer both normative and diffused linkage into input lingkage as active stakeholders by positive two-way communications.
