The purpose of this paper is to explain the concept of a sports guarantee state and the significance of its realization. In addition, we attempted to provide legal basis and operational suggestions for realizing a sports guarantee state. This study is a discussion for the realization of a sports guarantee country. This study discussed the significance and methodology of introducing the concept of a sports guarantee state, rather than attempting legal interpretation and policy cases. The following contents were derived. First, the concept of a sports guarantee country. A sports guarantee state can be defined as a national administrative level where the government delegates and entrusts to the private sector to ensure that citizens' basic sports rights are fully exercised, and efficient administrative execution is carried out. The implications of the realization of a sports guarantee state mean the expansion of the basic sports rights contained in the Constitution and the basic rights to sports, which means the integration of differentiated social norms regarding sports. In reality, the realization of such a sports guarantee state has a significant legal basis in the modern government's operating system. Detailed grounds are mainly provided in the Government Organization Act, individual laws, ordinances and regulations, etc. The core implementation plan of the sports guarantee state proposed in this paper is realization of active delegation and entrustment, and appropriate coordination of various regulations. It will be possible to realize the true fundamental right to sports through understanding the concept of the theory of a state that guarantees sports and discussions among various stakeholders.
