A New Approach to the Wooden Luggage Tags of Silla Dynasty Excavated from the Seongsansanseong Fortress in Haman

Studies on the wooden luggage tags of Silla dynasty excavated from the Seongsansanseong Fortress in Haman has been conducted under the assumption that they are related to the payment of taxes. The purpose of this article is try a new approach beyond that assumption. The wooden tablets on which the words ‘城下’ are written in similar sentence forms show that some administrative districts were supplying grain to their own people who were staying in the Seongsansanseong Fortress. Those people were drafted as forced labor or military service and sent there to serve. Their administrative districts had to supply all or some of the food needed for their lives in the fortress. This kind of grain supply is comparable to 養米 of Japan. If the grain has been transported continuously from their own administrative districts, personal cargo also may have come and gone by that route. The wooden luggage tags excavated from the Seongsansanseong Fortress can have been attached to the personal goods sent by their associates to the people who had to stay in the fortress for a long time. We can think of the single names written on the wooden luggage tags as the ones who will receive and own the cargo not the ones who paid and sent the taxes. Futhermore, it is also possible to assume that the names with words ‘奴’ ‘奴人’ and the names without those words who written after the other names were surrogates for national service paid or not paid.
