The Case Study on IPTV Policy Processes: Focusing on Changes in Belief Systems of Advocacy Coalitions

초록

This study analyzes interactions of policy participants in the IPTV policy process. This study applies an ACF model composed of advocacy coalitions, belief systems, and the policy broker as a framework to analyze the information. Research results are as follows. First, the secondary belief system and strategy affects the formulation and separation of advocacy coalitions. The external-internal shocks, policy-oriented learning, and negotiated agreements are the major factors in the change of the secondary belief system. Second, the policy broker has no influence on the formulation and separation of the advocacy coalition. The role of the policy broker changes in accordance with the change of the policy process. This result implies that policy brokers should play a role to manipulate the secondary belief system rather than the policy core belief system. In addition, they recommended the use of the external shocks and policy-oriented learning to resolve policy conflict.
