적극적 노동시장 정책에 대한 젠더와 세대의 교차적관점의 분석: 서울시 일자리 사업을 중심으로
초록
This study aims to analyze active labor market policies of the Seoul government conducted in 2014 from an intersectional perspective of gender and generation. The study uses sex-segregated data on job creation programs collected from employment organizations and survey data with participants in job creation programs. Major results of the study are as follows: First, active labor market policies of the Seoul government were gendered in the sense that participants of the programs were dominantly women. It shows that most of jobs were low waged and part time. Second, the main beneficiaries of the job programs were the youth and elderly in terms of budgets. In particular, the elderly were satisfied with the program, compared to their low human capital. It means that there are few jobs for the elderly in the labor market, they were willing to accept the low waged jobs. Finally, participants of the job programs have been circling from unstable job to job creation programs in public sector to again unsecure labor market. In particular, 40-50 aged men were unsatisfied with the job creation programs because of mismatch of job offered with their human capital. There was little change in women’s low status in the labor market. The study suggests that the Seoul government needs to design customized job creation programs for gender, age, and human capital, although the government has been trying to make efforts to create jobs.
