독일과 일본의 케어 매니지먼트 체계 비교 연구

초록

This study aims to identify viable approaches for introducing care management into Korea’s Long-Term Care Insurance(LTCI) system. To this end, it conducts a comparative analysis of the care management systems in Germany and Japan. Using a case study methodology, the research examines the core dimensions of each country’s system, including legal and institutional foundations, eligibility criteria, service delivery structures, financial arrangements, and qualifications and roles of care managers. The findings show that although both countries operate within a common framework of social insurance, the design and implementation of their care management systems reflect divergent policy orientations and structural characteristics. Based on this comparative analysis, the study proposes policy recommendations for Korea, including clarification of operational responsibilities, structural reform of care management systems, institutionalization of care manager qualifications, and a phased and strategic introduction of care management.
