This study aims to investigate the formative period and background, and purpose of the fable of 'three affairs already known by Queen Seondeok' carried in 『Memorabilia of the Three Kingdoms(Samguk Yusa)』. The fable of ‘three affairs already known by Queen Seondeok’ shows the ability and wisdom of Queen Seondeok as the first queen in the history of Korea and has been interpreted as that made and disseminated to overcome the limitation of her enthronement as the queen and reinforce her royal authority. But as a result of its examination, it was found that the contents of the fable of 'three affairs already known by Queen Seondeok' was mostly formed with no relationship to Queen Seondeok. Most of the fable of 'three affairs already known by Queen Seondeok was formed after her death. This exhibits that the beneficiary of the fable could not be Queen Seondeok. As a result of examination, the story of 'three affairs already known by Queen Seondeok is composed of the excellent ability of Queen Seondeok but rather, the latter part of Shilla Dynasty was raised as the temporal background for its formation and the period in time when the third queen ascended the throne in the Shilla Dynasty. Queen Jinseong ascended the throne under the situation that the negative consciousness of women's political activity was strong in Later Shilla. She ascended the throne according to the will of King Jeonggang but her royal authority was threatened only in that she was woman. At length, she alone demised the Crown midway in the history of Shilla. What was the most necessary for Queen Jinseong was that she had no problem though she was the queen. The story that Queen Seondeok had the excellent ability in spite of the female gender may be that it was made in relation with the political situation of Queen Jinseong like this. But 'three affairs already known by Queen Seondeok were not formed at a time. Therefore, it cannot be seen to have been formed with the poltiical intention of reinforcing the royal authorty in the reigning period of Queen Jinseong. Queen Seondeok is seen to be useful for purpose of advocating the succession of the throne and the royal authority by Queen Jinseong after the demise of her throne as well as in the process of her enthronement and reigning period.
