다산 정약용의 행정사상에 비추어 본 행정개혁안의 고찰

A Study on Dasan's Administrative Philosophy and Administrative Reforms

초록

This study seeks to understand the administrative philosophy of Dasan Jung Yak-Yong, bureaucrat and pragmatist in the 1800s, the latter part of Chosun dynasty. He understood the confucianism, the dominant political ideology, as the perspective of a pragmatist and delved into a set of recommendations for administrative reform. Dasan's administrative philosophy and his analysis on the social and political circumstance at the time were sought after to understand the root and rationale of his recommendations for administrative reform through careful review of his works, <Admonitions on Governing the People> and <Reforms on the Governing Institution>. Dasan's administrative philosophy is characterized by fair society without corruption, national prosperity and military power, and the stability of people's lives. The social and political situation was described as a total disaster to his eyes. His philosophical position on administrative reform is categorized by his views on humans, state, and civil service. Although his recommendations on administrative reform are far from the application in the current time, his administrative philosophy offers historical backing and lessons to the current practice of our government.
