Effects of Employment Status and Poverty Experience on the Poverty Transition

초록

The major purpose of this study is to analyze the effects of employment status and poverty experience on the poverty transition. In order to do that, this study uses three year data of Korean Labor and Income Panel Study(KLIPS, 1999-2000). Estimate of poverty rate found on the official and absolute poverty line of 2001 is 15.1%, which should hardly be surprising. Statistically significant variables that affect to the exit of poverty based on the logistic regression analysis are marital status(+), number of family members(-), poverty experience(-), and employment status(-). And variables that affect to the entry of poverty are age(-), education level(-), health status(-), poverty experience(+), and employment status(+). Especially, families headed by non-standard workers and unemployed have higher probabilities to become the poor than families headed by standard workers. And, families who have experienced the poor in the past have higher probabilities to become poor again. The results of analysis suggest that future anti-poverty policy in Korea should be more related with the work-related programs and active labor market policy. Moreover, government should provide more systematic and long-term assistant to families who may be unable to maintain their status as an out of poverty.
