This study sought to explore ways to improve the ethical management of public sports organizations. For this purpose, a Delphi survey was conducted through an expert panel consisting of 9 experts with research experience in sports ethics management and 3 practitioners from public sports organizations with more than 10 years of field experience. The main research results are as follows. First, in order to improve the ethics policy of public sports organizations, it is necessary to ‘know and practice the code of ethics and behavior guidelines of members’, ‘recognize and practice the importance of ethical management by the head of the organization’, and ‘secure and provide reasonable ethical management standards’. Second, in order to improve the ethical management system, 'operation of a bold and sustainable ethical management practice support system' and 'operation of an ethics-related compensation system' are required. Third, in order to improve member support, 'fair and reasonable compensation commensurate with member performance' is needed. Fourth, in order to improve social contribution, 'implementation of social contribution practice programs that take advantage of characteristics', 'active support of time and cost for social contribution activities', and 'creation of a positive group image through transparent disclosure and promotion of social contribution activity information' ' is required. Fifth, solutions for efficient promotion and management of ethical management require ‘preparation of detailed institutional arrangements’ and ‘strict compliance with ethical management practice guidelines and application of operating procedures.’. This direction of improving ethical management is expected to contribute to public sports organizations strengthening their organizational sustainability and social responsibility.
