Purpose: This study aimed to analyze the meaning of fairness in college admission from the educational perspective, criticizing the conventional discourse on it as the political and social one, and to propose policy directions for improving the fairness in college admissions. Approach: In order to establish the research purposes, an on-line survey of a random sample of 178 high school teachers and 62 college admission officers and a Focus Group Interview of 13 experts were administered. Findings: It was identified that respondents’perceptions of fairness in college admission were closely related to their interests, i.e., they were likely to regard college admission system as fair when it would be favorable to them. And the authors argued that a discourse on the fairness in college admission should not be limited to a matter of a choice between CSAT and students’records, and that the aggressive use of object scores of CSAT would not be the best way to the fairness. Instead, the fairness in college admission from the educational perspective could be realized only when all the students, especially the educationally isolated students, are treated at school in an educationally proper way. Values: This study provides a foundation for comprehensive analysis to ensure the fairness of the university admissions and to extend its discussion from the educational perspective.
