신기술을 활용한 남북한 경제협력 방안에 관한 연구: 농업분야를 중심으로

초록

This study conducted a case analysis to re-examine the cooperative model using new technologies in the agricultural sector as an economic cooperation plan between the two Koreas and to consider a feasible cooperative model that considers the North Korean agricultural environment and technology level based on potato, a major strategic food resource. Prior to the case study, research on the current state of North Korea's agricultural economy and food resources was examined, and the importance of potato resources and the current state of inter-Korean economic cooperation were examined. Through expert interviews, the following was confirmed. Potatoes were evaluated to have economic and policy feasibility to reduce dependence on imported grains, and the current status of food resources in North Korea was revealed to be in urgent need of all-round support due to insufficient soil improvement, seed and fertilizer supply in mountainous and alpine-centered arable land, and high dependence on manual labor. To solve this problem, a collaboration model between the two Koreas incorporating new technologies was proposed. The main contents include the transfer of mechanical facilities in North Korean agriculture, the transfer of new cultivation technology to stabilize the cropping system, the establishment of a system and manpower training system, the establishment of a technology rooted strategy through pilot farm operation based on the transfer of new technologies, and the expansion of a cooperative model through connection with international organizations and NGOs. Based on the new technology, it has been confirmed that agricultural cooperation using potato resources is a practical point of contact for the two Koreas to build a complementary value chain beyond simple humanitarian support. It is suggested that future cooperation should evolve into step-by-step cooperation through a value chain-centered model shift leading to 'production-processing-distribution', an empirical-based strategy reflecting North Korea's policy signals and demands, and a pilot area/distributed cluster method. When the operation of the inter-Korean agricultural and economic cooperation plan becomes visible in the future, it is expected that various startups in the North Korean agri-food industry will take place and the two Koreas will have an opportunity to grow together economically.
