Exploring relational patterns between policy stakeholders in social overhead capital policy conflicts: Focusing on 68 policy conflict cases

초록

This study explores relational patterns between policy stakeholders in the field of social overhead capital (SOC) conflicts. Conflict relation data were collected from 68 SOC conflict cases during the past two decades. Applying nominal variables such as type of SOC, regional range, NIMBY/PIMFY, and public/toll goods, this study discovered the following patterns. 1) In transportation facilities, conflicts between private firms and between government and business were significantly more severe than other types of conflict. On the other hand, in public building facilities, both conflicts between vertical tiers of government and between politicians were intensive, whereas conflicts between private firms and miscellaneous actors were less severe. 2) Conflicts among policy stakeholders became more severe in cases involving PIMFY and public goods. 3) Intergovernmental conflicts were more severe in PIMFY facilities, interpolitical conflicts were more severe in public building facilities, and conflicts among private firms were more severe in transportation facilities. Specific inter-actor conflict patterns were thus revealed in these three cases.
