초록

The purpose of the study is to introduce the concept of linked development program that can realize simultaneously the renewal and the maintenance of residential areas in order to supply balanced infrastructure in the retention district and released district an inside renewal promotion area, and examine its feasibility as applied to Heukseok-dong Renewal Promotion Area to present agenda for system improvement. For this purpose, the limitations of the zones-combining development program have been identified through a review of earlier studies and related systems and actual issues have been diagnosed in relation to the expansion of infrastructure in the retention district and released district an inside renewal promotion area, while the concept of ‘linked development program’ has been presented as a solution to the limitations and problems. This is the mode of infrastructure sharing in living zones that supplies infrastructure needed in specific areas by transferring some of the fully-contributed are of infrastructure from promotion area to the retention district and released district. The implementation of the study on the application in target land verified that linked development was possible in renewal promotion areas. Institutionalizing this requires it to expand adjacent district to area with regard to contributed acceptance in accordance with linked development, ensure that the site and facilities for the relocated infrastructure are specified, and use institutional devices to prevent project delay. The method has the advantage of being able to secure needed infrastructure in retention district, released district, and outdated residential area through planning, since public financial resources are limited.
