초록
The Climate change requires a new disaster management system in many society of the world. Most of all, the localized torrential rainfall causes serious problems in many urbanized areas. Especially, Seoul’s heavy rain disaster in summer 2011 showed a limit of the current disaster management system because of heavy casualties and property damage. However, the event threw light on new directions what we can do better for disaster management system. Whilst the traditional media delayed reporting local conditions and accidents because of localized heavy raining situation, new media (so called social media such as twitter) effectively shared information including traffic jam and road blockage. This shows that the amalgam of information science, urban planning and citizen participation can develop very effective urban disaster management system. Therefore this study proceeds to achieve following goals. First, this study tries to design flood maps using the concept of web 2.0. The concept of web 2.0 is based on the information sharing, interoperability and collaboration on the World Wide Web. Secondly, this study analyzes the domestic and international disaster cases which were using social media as a tool of disaster relief. Moreover, this study examines FEMA’s policy on Social Media for disaster management. Lastly, this study attempts to provide the conceptual participatory disaster management system equipped with informational technology and democracy as well.
