한국 공공분쟁의 특징과 해결방안: 정부 관료의 역할을 중심으로

초록

South Korea has experienced serious public disputes since democratization. Few things has changed in spite of legislative efforts and researches for prevention and resolution of public disputes during last decade. This paper investigate why the similar disputes has occurred repeatedly and has followed the same patterns. Public policies in dispute are decided and announced unilaterally, causing a severe confrontations and resistance. Lack of explanation on the necessity of the policies and procedural problems leads to distrust and conflict between the government and critical civilians. It means that the unilateral implementation of the public policies by authoritative bureaucrats is the main factor which causes the public confrontations and conflicts on the public policies. The tightening of political and legal responsibility would be one of solutions for reduction of public disputes.
