원자력시설 갈등 네트워크 구조 특성에 관한 연구: 폐기물시설 및 행정시설과 비교를 중심으로

초록

This research aims to identify the structural properties of conflict networks among various types of policy stakeholders who are embedded in the conflict network related to the case of nuclear facility installation using social network analysis. Conflict networks of waste disposal facilities and administrative facilities were compared to clarify the structural properties of nuclear facility-related conflict networks. The properties of nuclear facilities-related conflict networks determined as a result of analysis follow. First, the conflict networks not only embed relatively more and more diverse types of actors than other facilities, but also showed a stable network structure that is considerably cohesive so that it is difficult to resolve conflicts among stakeholders. Second, the conflicts between the central and local governments were the strongest ties, and local residents/local politicians/NGOs shared the same or similar interests and opinions toward nuclear facilities, in direct conflict with those of central and local government. Third, there were distinctive patterns of conflict relations among certain types of actors in the nuclear facilities, which formed triads and dyadic structures located in core positions of the conflict networks.
