영유아 안전교육 표준 용어 및 분류체계 개발을 위한 델파이 연구

초록

This study develops a standardized taxonomy for early childhood safety education to resolve inconsistencies between kindergartens and daycare centers under Korea's ECEC integration policy. We analyzed 11 policy documents to extract and refine candidate terms, and then conducted a two-round Delphi survey with experts in early childhood education, childcare, and safety policy to validate and finalize the framework. The research derived 25 standard terms with behavior-focused definitions, reflecting developmental characteristics and key risk factors. The final model proposes a five-domain taxonomy: (1) Daily Life & Play, (2) Traffic Safety, (3) Health, Hygiene, & Diet, (4) Protection & Violence Prevention (integrated with Social-Emotional-Relational Safety), and (5) Digital & Information Safety. This study is significant as it provides a shared language and classification framework to align previously disparate safety education standards. The proposed taxonomy offers a foundational tool for enhancing policy coherence and requires future research to validate its field applicability and develop practical assessment tools for teachers.
