This study aimed to develop the Korean Safety Culture Index (KSCI), a practical tool for rapidly assessing safety culture in various industrial settings, and to verify its reliability and validity. To develop the KSCI model, a comparative analysis of 14 safety culture and climate assessment tools was conducted, from which five key variables were identified: safety leadership, safety behavior, safety management system, safety communication, and safety training. The KSCI was designed in two types: a standard version with 18 items and an extended version with 48 items. Large-scale surveys were conducted in 90 workplaces across multiple industries, and reliability and validity analyses were performed to verify the model. The KSCI showed high internal consistency (Cronbach’s α > 0.96) and satisfied both construct and criterion validity based on exploratory and confirmatory factor analyses. Statistical comparisons with existing tools, including ZSCQ and KOSHA-Care, demonstrated comparable reliability while revealing distinctive evaluative insights. These findings indicate that the KSCI can serve as an effective and accessible instrument for organizations to assess their safety culture and guide targeted improvement initiatives.
