탈냉전기 한일경제관계와 플라잉 기즈 모델

초록
This article analyzes the Korea-Japan economic relations by critically reexamining the flying geese model(FG model). The economic relationship. between the two countries is currently undergoing a transitional period, evolving from a closed to an open governance. Many studies have already analyzed and attempted to explain the relationship. However, most of the researches are limited to the realities of the cold war era, unable to soundly describe the interrelationship of the two countries during the post-cold war age. Looking at the changes in trade, technology transfer, and investment, the FG model was no longer applicable to the new developments since the early 19905, ultimately leading to the model"s total collapse after the 1997 Asian Economic Crisis. Despite Japan's economic recession and the unapplicability of the FG model, the Korean economy maintained constant growth. This proves that Korea is following an alternative model of economic growth, a model which connects Korean economy closer to the U.S. In electronic, steel, and venture industries, the FG model and the hierarchical labor of division are no longer applicable. The electronic industry has escaped from the staged labor of division; the steel industry has reshaped itself from the stage of learning to that of innovation; and the recent boom in the venture industry creates a horizontal division of labor. Latest discussions on regionalism, such as the Free Trade Agreement, are attempts to rebuild the relationship between Korea and Japan. "Open governance" can be realized through a flexible economic system and creation of a new relationship connected by formal institutions.
