This study aims to analyze the Youth Culture and Arts Pass policy from the perspective of policy design theory and derive policy implications. The pilot implementation of the Youth Culture and Arts Pass resulted in disappointing outcomes that fell short of expectations. To uncover the reasons behind this unsatisfactory result, the study analyzed the appropriateness of the policy design using two evaluation criteria―congruence and coherence―which are useful for judging the integrity of the design. The analysis of the policy design structure revealed that the congruence in the relationship between the superordinate and subordinate policy goals and their tools was relatively low, whereas the coherence between the two cultural arts policy objectives was high. A policy implication that can be inferred from this result is that congruence may be a necessary condition that must be fulfilled prior to coherence. This is because if the congruence between the superordinate and subordinate objectives, and between the policy objectives and the policy tools, is low in the policy design, the likelihood of a successful policy outcome is low, even if the design features high coherence between two or more subordinate objectives. Furthermore, the policy was found to have a low implementation rate because the cultural consumption context of the target population (youth) was insufficiently reflected. The analysis also identified a potential for distortion in the social construction of the policy target group. These findings suggest that contextual understanding of the policy target and the systematic linkage between objectives and means are essential during the policy design phase. This study contributes to the literature by applying policy design theory to the analysis of cultural policy, thereby providing a theoretical framework for evaluating policy congruence. It also proposes practical directions for improvement in the design of future cultural welfare policies.
