재정분권과 사회복지서비스의 지역 간 불평등

This study intended to look at the relationship between fiscal decentralization and regional disparity in social welfare service expenditures by analyzing the longitudinal data in local governments from 2004 to 2012. After decentralization policy implemented in 2005 under Rho’s government, there have been two major policy changes in terms of financial decentralization. One is the Decentralization Revenue Sharing System, the other is the National Graded Subsidy System, which was intended to reduce the fiscal burden of the local governments. This study tried to identify how these major decentralization policy changes have been influenced on the regional disparity in social welfare services. For this, this study used a descriptive analysis based on the CV(correlation of variation) index. The results showed that the decentralization of social welfare services had decreased on the regional disparity in the expenditures of social welfare services. However, two systems had different effects on the regional disparity. An implementation of the Decentralization Revenue Sharing System had a negative effect on equalization in the regional disparity. On the contrary, the National Graded Subsidy System had reduced the regional disparity. Based on the results, several policy implications were suggested.
