Mechanical metasurfaces have demonstrated significant potential in configurable radio frequency (RF) components due to their simplicity, low cost, and versatility. This paper presents an advanced mechanical metasurface based on rotary RF unit cells (UCs) designed for ultra-wide beam scanning over a 140° range through phase configuration. Furthermore, the proposed design enables linear-to-circular polarization (LP-to-CP) conversion. The metasurface integrates two low-cost, single-layer PCBs as sub-unit cells, combined with a 3D-printed central frame, facilitating dynamic beam steering. Both right-handed circular polarization (RHCP) and left-handed circular polarization (LHCP) can be reversibly tuned within a ±70° range. Experimental measurements show excellent agreement with numerical simulations, confirming the metasurface’s performance and effectiveness.
